How about following PassivHaus design which can cut utilities up to 90%!
Just make all the books available online for kids to download and read for free! A number of colleges are already doing this.
Not only recycle to get money but they have to buy recycled too to support closing the loop.
Kids could grow food right on sight and eat it too.
Parents could vote to limit, even keep administrator incomes fixed and more money going to books, supplies, teacher incomes, new roofs, so on - keep the money going where it does the most good and not into admin pockets.
